How to Compare Construction Material Quotes in the UAE
A useful comparison starts with the same requirement on every line. Check what each quotation actually covers, record differences and omissions, then resolve open points before making a decision. A lower or higher total alone does not show whether offers are comparable.

Check scope before comparing totals
Put the requested material, specification reference, unit, quantity, delivery destination, and timing beside each offer. Keep different items and delivery phases separate. If an offer proposes an alternative, labels a line as an allowance, covers only part of a quantity, or leaves a point blank, record that difference rather than treating it as equivalent.
Use your project documents and review process to assess technical suitability. This worksheet helps organize the quotations; it is not a technical approval or a substitute for clarifying the supplier's stated scope.
Reusable comparison checklist
Record the same details for every offer
Copy this checklist into your project worksheet. Add one row per requested material line and one comparison column for each quotation.
| Compare | Record for each quotation | Difference / question |
|---|---|---|
| Material and specification | Offered material, grade or type, size, finish, reference, and any proposed alternative. Note what is confirmed, qualified, or still unclear. | Write the supplier's response or the next action. |
| Unit and quantity coverage | Quoted unit and quantity against each requested line; identify partial quantities, minimums, allowances, or excluded lines if stated. | Write the supplier's response or the next action. |
| Delivery location and timing | Named destination, delivery date or lead-time basis, delivery phases, and any stated receiving, unloading, or access assumptions. | Write the supplier's response or the next action. |
| Included and excluded charges | Currency and quoted amount, plus the stated treatment of tax, transport, unloading, packing, or other charges. Ask about anything not stated. | Write the supplier's response or the next action. |
| Documents and submittals | Which requested documents or submittals are included, pending, unavailable, or not addressed in the quotation. | Write the supplier's response or the next action. |
| Payment and commercial terms | Payment schedule or conditions, quotation validity, offer qualifications, and other stated commercial terms. | Write the supplier's response or the next action. |
| Open questions and actions | Unanswered questions, assumptions to confirm, responsible contact, and next action before technical or commercial approval. | Write the supplier's response or the next action. |
Before you decide
Close the gaps in writing
- Separate a confirmed offer from a qualification, exclusion, alternative, or unanswered item.
- Ask the respondent to clarify differences in unit, quantity coverage, delivery scope, charges, requested documents, or payment conditions.
- Keep each clarification and its reply with the quotation version it concerns; update the comparison when terms change.
- Review technical suitability and commercial acceptability through the project's own approval process.
